Friends lists and older comments

I can't arrange my top friends so they are more easily accessed, I have read and reread the instructions but can't get them to work. Please advise.

I also don't like that when the comments come in I can't access the older ones which may or may not mean more than others. At the bottom, it says older and I would suppose you should be able to click on it and see them but I have never been able to since I came to this site. Please advise.
